All are born for a purpose. For the Shih Tzu, it is undoubtedly giving love. Previously, these dogs were raised and bred exclusively in palaces at the behest of the nobility. The chrysanthemum dog sat on silk cushions, ate "royal" food, and walked in large, specially designated marble yards. That is why Shih Tzu doesn't hunt, track, attack, or growl - they just enjoy being with their beloved masters.
